What is the petition all about?
- A proposal to develop a
21-acre parcel in west DuPage County for Conditional Use for a Religious Institution
and Planned Unit Development for the Church of the Resurrection
- What is the surrounding area like currently?
- The parcel is near Indian
Knoll and Purnell Roads west of Winfield Road which is zoned estate residential
(minimum 1 acre lots) and is completely surrounded by single family residences
- What does the church want to build?
- A complex of buildings
and outdoor activity areas
- A sanctuary seating 1900
using standard pew calculations, with an 80-foot roof height and a 90-foot bell
tower topped by a cross of unspecified height
- Church and administration
offices and a children’s worship area in the sanctuary building
- A separate chapel accommodating
300
- A training or education
building (called the Sending Center) accommodating 400 for meetings and training
as part of a global ministry, including kitchen facilities to support these
activities
- A residential building housing 24 overnight residents
- An outdoor amphitheater
with a platform large enough to hold 125 members singing hymns
- How many families will be affected by the proposed
project?
- Approximately 35 families
have property which is contiguous with the proposed site
- Over 230 homes in the Woods
of Cantigny and along Purnell Road would be directly affected by the adverse
operational impacts of the proposed development
- More than 570 neighborhood
residents have submitted signed letters to the county in opposition to this
proposal
- What are some of the specific concerns of the
neighbors?
- The county mandated parking
calculation based on 4 occupants per vehicle is inconsistent with current industry
standard of 1.67. Recent observations of local churches are consistent
with the industry standard.
- The overall size and mass
of this complex is out of proportion to the residential neighborhood
- Traffic increases on Purnell,
Winfield Road and Garys Mill, and on residential streets
- Parking on residential
streets when the church parking is filled
- Storm water management
and drainage following the addition of more than 330,000 square feet of non-permeable
surface to the area
- Sewer services which would
need to be added to accommodate this massive complex
- Noise from the amphitheatre
and other outdoor sites
- Lighting from the parking
lot, from the buildings, bell tower and cross, and from as yet unspecified signage
- Detrimental effect on local
property values in general
- Loss of value of properties
immediately adjacent to left turn lanes or right turn deceleration lanes
- Are there other sites which the Petitioner could
consider in the area?
- A list of 7 alternate sites
which meet the petitioner’s stated objectives and which are better suited to
the petitioner’s needs, including locations on major highways and improved properties
at a lower-cost, was provided to the ZBA on 9/25/08 and is part of the public
record.

- Village of Winfield has concerns on traffic and safety
- Village of West Chicago has not approved sanitary connection
- Winfield Township Supervisor
- Winfield Township Highway Commissioner
- DuPage County Department of Transportation (DUDOT)
- Winfield Fire Department has not approved the access/traffic plan nor
the backup generator for the fire pumps
