Your West-Win Homeowners’ Association is adamantly opposed to these changes to our unincorporated, residential neighborhood. These are changes that would likely present themselves as the result of the development of the proposed large Church of the Resurrection complex on a 21-acre site between Roosevelt Rd. and Purnell Rd. As requested by the vast majority of our members, we are currently taking major steps to defend against this encroachment into our residential area — and we need your help!
Members of the Board of West-Win have met with Church of the Resurrection representatives and listened to presentations on their proposal twice over the last nine months. On July 9th, at a public hearing, they gave a formal presentation to the DuPage County Zoning Board of Appeals. Following the presentation, there was an opportunity for us to listen to neighbors from our unincorporated area voice their opinions.
During the 9-month period since our first meeting with representatives for the church, their proposal seems to have grown from a neighborhood church to a facility that would include a training center that could be used by people from the larger, 84 million member, Anglican Church. This would be, in fact, a 24/7 operation with many ongoing activities that would present a number of negative impacts to the environment and the neighbors in the surrounding area.
In addition to what we heard initially, the church proposal now includes a building with overnight accommodations, kitchen facilities for up to 400 people, a 90-ft. tower with a cross atop and a bell that would toll every half hour, a carillon that would broadcast religious music, and an outdoor amphitheater that would hold up to 200 people for musical services/events and other outdoor activities.
In addition to the above items that are of concern, the major problems of traffic, sewer and drainage still have not been addressed to our satisfaction.
Therefore, the West-Win Board has taken a position that this large facility is not compatible with the character of the area and would in fact be of major detriment in many ways and on several levels.
The development of this religious complex, with its very large membership, is an issue that could be of great consequence to you and your family. Given that, you will be pleased to know that your West-Win Board, along with the DuPage Land Preservation Association, is working with an attorney and several consultants who will provide the expertise necessary to present our position of opposition to this project to the DuPage County Zoning Board of Appeals.
The DuPage County Zoning Board of Appeals hearing of July 9, 2008, has been continued to August 21, 2008, 7:00PM at the DuPage County Administration Building at 421 N. County Farm Rd., Wheaton, in the 2nd floor cafeteria.
We encourage all West-Win members and other neighbors from the unincorporated area to attend this important hearing which is the next step in the approval (or disapproval) process. It is absolutely necessary that we stand together to protect our roads, homes, and the semi-rural environment in which we have chosen to live. We must apprise the ZBA members of the dire consequences that would result from approving this development.
